Of course you can. You can buy the usb charger online for cheap..usually between 30 to 40bux and wire it in yourself.
There are a few ways you can go about it.
Find a switched power line and tap it and use a relay to power the USB charger. That's the safest way to do it. And when your bike is off, you don't need to worry about power drain.
I have my switched relay powering up an extra aux fusebox where all the other accessories terminate to (aux lights, 2nd usb pigtail..etc). So everything has its own fuse. Once I turn ignition off, everything shuts off. I am planning to change out the normal relay to a timed delay relay...but lazy me, have not gotten off my butt to do it yet.
The separate relay and fusebux allows me to separate the circuit of the powered accessories from the rest of the bike electronics. So easier to troubleshoot if things go south in the future. The relay gets power from the battery. The switch power line, just turns on/off the relay so it isolates your main wiring from the load of your accessories . This has a side benefit of also not having a mess of wires terminate to your battery.
Just to note, if you use usb to power your action cam, it won't be waterproof as you need to keep the charging port door open. So for long term, a built in system is better.
