 How to estimate bandwidth ?

Lets say i want to transmit data over network or internet, but i dont want to take up all the bandwidth, like when the total bandwidth is 100mbps, i want to just take half of those, and when somebody using the bandwidth, i want to let them have the priority. is that possible ?

The question you need to ask is, how would you know how much bandwidth is being used

i mean everything inside 1 software, you write an exe, that exe do all.

The problem is, you can't implement QOS liked feature in apps layer, because it is buffered, and you don't even know if it is congested or not.

You can't know really unless you some how hook up to the network layer device to get that information. There are other techniques being experimented on, e.g. https://www.hindawi.com/journals/jece/2018/4576245/ but it requires all the local apps to subscribe to the same model

you should be able to do it at server site.
either configure at service limit or network traffic limit.
