 UTM convo dress code also same as UKM

So netizens gonna blame UTM also right? Don't just blame UKM only.
UTM did it next level on female traditonal dress code.

I wonder if all public U follow the same dress code.

Dress Code for Male Graduates
Graduates must wear a black Lounge Suit with a dark colored neck tie OR a black National Dress of Malaysia (Baju Melayu Cekak Musang with black “sampin“), along with black shoes and socks.
The definition of a Lounge Suit is a black blazer/coat and black formal trousers with white long sleeved shirt.
Male Sikh graduates are allowed to wear black turban only.
Any other traditional or national dresses are not permitted.
UTM Convocation Attire (robe and bonnet/mortarboard) will be provided by the university.

Dress Code for Female Graduates
Female graduates must wear the BAJU KURUNG or A LONG DRESS (MAXI) of any colour. The length of the skirt/dress should reach the ankle and do not have any slits on the left, right, back or front of dress. The dress must cover the body and reach the neck as well as having long sleeves reaching the wrists. Dresses made from transparent materials are not allowed. Pants or trousers are strictly not allowed.
Female Indian graduates are ONLY ALLOWED to wear sari (covering the belly) as an option. No other dresses are permitted.
ONLY female Sikh’s graduates are allowed to wear the Punjabi dress.

Any other traditional or national dresses are not permitted.

Usually these kinda rules were added on throughout the years. That's why we can see a general statement (which probably was written ages ago), then suddenly a very specific ruling for a particular attire (added on afterwards).

The next requirement after that is Any other traditional or national dresses are not permitted, which i interpret as other than baju kurung, punjabi dress and sari, all other traiditional clothes is not allowed for female.

If you say cheongsam is short sleeve, there is long sleeve cheongsam. And sari also not long sleeve by default.
And hanfu on other hand is long sleeve by default.

And why male graduate cannot wear traditional clothes other than Baju Melayu?

Do correct me if I understand the requirements wrongly.
