So what is your point?

Because dulu ada one group of girls (non-Indian whatsoever) decided to wear them, and some people have taken offense.

Bollywood culture?

Something like that.

Usually these kinda rules were added on throughout the years. That's why we can see a general statement (which probably was written ages ago), then suddenly a very specific ruling for a particular attire (added on afterwards).

UTM has almost equal amount of non-bumi vs bumi. My class literally have 24 Chinese vs 20 Malays and a handful of internationals.

Sembang apa?

Why female indian graduates are allow to wear sari, female sikh graduates are allow to where punjabi dress, but nowhere mention chinese can wear cheongsam/hanfu?
The next requirement after that is Any other traditional or national dresses are not permitted, which i interpret as other than baju kurung, punjabi dress and sari, all other traiditional clothes is not allowed for female.

If you say cheongsam is short sleeve, there is long sleeve cheongsam.  And sari also not long sleeve by default.
And hanfu on other hand is long sleeve by default.

And why male graduate cannot wear traditional clothes other than Baju Melayu?

Do correct me if I understand the requirements wrongly.

Better prepare the speech for your Vice Chancellor in advance

It's a standard event dress code as established in Malaysian Standard Protocol. Go look it up. Please do not confuse between PAKAIAN KEBANGSAAN and pakaian tradisional/perayaan. Two different things.

You want me to prove against something that YOU CLAIMED?

Eh pathetic boy, this isn't my first outing on the internet. You claim, YOU PROVE IT.

Let me refresh: You claimed that UTM is racist university. Now I give you a chance to prove it. Else, STFU.
