Big business can demand gomen for almost anything.

Ikea is huge worldwide. Any country would love to have them open shop and hire many B40s. Plus, they pay higher taxes too.

With such credentials, they of course can demand gomen for some benefits. Otherwise, they will move the business elsewhere and unemployment rate will shoot up.
