You have high visceral fat. That is fat inside your body, wrapping around your organs. Your stomach feels hard because you might not have a lot of subcutaneous fat and then all the visceral fat is pushing your belly out.
Only real way to reduce excessive visceral fat is through your food. Cutting off smoking and drinking alcohol would be the easiest start
