Not sure about developer's cost to issue strata title but is possible as master title is still with bank. If any balance not paid then the bank wont release the charge.Other issues like you mentioned. blue33 liked this post

Unless the developer badly miscalculated, or their costs have skyrocketed due to increase of construction costs, LAD etc. the money should be there as they would have factored into the selling price. Usually big developers won't have this problem as they are long term and need to guard their branding but for smaller developers or fly by night ones, they may not care and dissappear. blue33 liked this post
