It is safe for continuing use as the tread depth is no where near tyre wear indicator depth of 1.6 mm .

Both front tyres, or same tyre on one side?

I think your tyre(s?) have quite bad wheel alignment angles causing the outer edge wear and uneven wear.

Mind sharing the alignment print out, if you had done one? Otherwise recommend to check (and adjust) alignment to preserve tyre longevity.

Agree, a lot of tire shop will use scare tactics to make people to change their tires earlier even if it is still able to use. If drive in bad road condition & always under the sun, minor crack and peel is normal. Even my Pirelli Scorpion Verde also suffer similar condition but almost 1 year+ using it also no issues.

The structure of the tyre comprising steel radial plies and nylon/canvass belts is intact and performing as designed.

Heck, the tyre structure is not even 'punished' with a minor or major impactful collision .

Tyre manufacturers do NOT recommend tyre replacement base on collision or impact, why would a cosmetic kacang putih abrasion on OP's tyre sacrificial (rubber) layers justify a tyre replacement????

It doesn't even justify minor or major 'repair' or 'touch up'.

Hence, what we have here is purely fear mongering without technical and structural basis.

Note: Are punctured tyres (with structural steel plies and belts being punched through by iron nails and screws) being typically recommended for tyre replacement???

As I said it is alignment problem, never mind the scenario that detail alignment numbers are not forthcoming.
