 Does Singapore still have TELCO LOCK for iphones?, Please read my post. I'm a Malaysian.

Hi everyone. Im a Malaysian and I'm thinking of purchasing a second hand IPhone 13 Promax from Carousell. However, this phone is a TELCO set from Singapore, not LOCAL, but Singapore Telco. The telco company is from Starhub SG and I'm quite worried as the phone is only one year old. Although the SIM status is unlocked now and the apple warranty has already expired just few days ago, but there's still a risk that the SG owner didn't pay up his contract to Starhub. I'm afraid after a few months they might lock the phone's IMEI due to this(contract breach). But I've also seen somewhere that Singapore has no Telco locked phones. I'm not sure what this means but can someone explain it to me? And should I get this 2nd hand iphone 13promax? Please help.
