 Requirement to build house from scratch?

The empty land next to my house in damansara heights recently bought over by someone and he is currently building a house there.

The bulldozers and workers already started work such as land movement and bricks and cements also all in the work already.

I wonder whether they really need /requirements to put up some barrier/facade/partition to cover the construction site to prevent all the dust going to its neighbouring houses?

At they should erect a signboard with permit from town council approval at the site? Now they have nothing but just start constructing house in like a n open space. Is this wrong?

1. Yes, they need signboard which shows the approval from the authority for any construction be it building or bridges.

2. If they don't have means they are constructing illegally.

3. If you want, you can take pictures or videos then lodge a formal complaint to DBKL.

Confirm illegal. Legal ones will have signboard clearly stating the owner information, architect information, no lesen etc. from the jabatan perancangan/bangunan. Can try snap some photos and snitch to the authorities.

Talk to the workers to get 1st hand info. No point speculating.

I think they are clearing the land first b4 putting up the hoarding and signboard for easier movement of bulldozer and lorry.

Maybe just land clearing & basic things...

Wait few more weeks...

If they start...
Without any signboard & hoarding around...
Then probably it's illegal building....
