Rcbo tripping need advice

So my water heater rcbo trips when I switch off the water heater on the wall switch. Called electrician, he changed rcbo after some testing but it still happened. Changed water heater, changed wall switch, still the same. Halppp.
1. Will only trip when turning off power on 20a wall switch. 2. Will not trip if 20a wall switch is left on 'ON' position and water heater is turned on/off on the water heater by turning on/off water or turning on/off by testing/resetting elcb. 3. Will not trip when letting water heater run for few minutes. 4. Changed 20a wall switch, still tripping when switch off on wall switch. 5. Changed water heater, still same issues 6. Replaced rcbo still same issues, so electrician put back the old one and didn't charge me. 7. Used to be using a 15A plug point for water heater but was changed to point specifically for water heater but still the same issue. 8. When it was using the 15A plug point, there's an on/off switch on it. Turning it on/off on the 15A plug point switch does not trip the rcbo. 9. Swapped wires on the fuse box to a 20A MCB does not cause it to trip

Another thing to add, electrician switched the wires on the fusebox from the rcbo to a 20a MCB and it didn't trip and worked fine.

Just an update to close this topic, in the end, after changing so many things, it was the switch that was faulty. The new switch that was changed had issues too. Electrician said most likely due to the led light.
Changed to another switch and it has stopped tripping.
