[WTA] General questions on house purchase

Hi all, I am on the market to buy a house and found two units, one is directly opposite a TNB sub-station and one has a kolam takungan banjir at the back. What are the cons of having those near the house? Will the kolam takungan banjir over flow and lead to flood? Not sure how they work. Another question, if the house is expected to be completed in 2025, when do we start paying the housing loan installment? I understand that this depends on when will the bank disburse the money to the developer, but when is this exactly? After the house is completed or few months after I signed the housing loan ie. I need to start servicing the loan for 2 years+ without the house ready. Will keep this thread open for future questions too. Thank you
