Dilemma between 2 job offers, Received verbal Offer, HR please advise

Hi,
I’m in dilemma right now. I received 2 job offers at the same time verbally from insurance companies . I want to work at company 1 and had accepted verbally. HR said will send the offer letter by this week, after delaying about 3 weeks due to covid, approval issue. But up until now I haven’t received any offer letter yet and they keep delaying saying that due to CEO approval. It’s a bit weird coz my role is only senior exec but why need up to CEO approval?
I’m still buying time to accept offer from company 2, due to their employee benefit half from company 1. However company 2 demanding response from me after 1 week. Salary wise both can offer the same amount.
Can I receive offer company 2 so that I can get the black and white first?

Have you asked for Salary increment that need CEO approval? Salary increment of more than 25%-30% will usually trigger that
Anyway, if Salary is the same, go for the one You like and prefer

I am only aware of few scenarios CEO approval may come in: 1) It's for a senior management role 2) Company under recruitment freeze and special approval is required 3) The amount offered breached threshold like above x% or $x

Don’t know whether their verbal offer is legally binding or not. They just communicate with me via watsapp. The hiring manager also watsapp me to tell that I’m selected.

Do not take anything verbally seriously, until there is a physical offer letter in front of you or through a trusted electronic medium (e.g. Docusign). Otherwise everything else is hearsay.

Ya just say to hr that if you dont receive any letter 1 week later, you will have to go to other company. Hr will understand that good candidate always have multiple offers. If you dont pressure them, they will take their sweet time.

Similar to what I said, verbal isn't binding. Until the contract has been signed (offer letter), then you are free to choose whichever company that sends you the offer letter first. Of course, it is also good to wait for both to see which gives a better offer as well. That is why a lot of companies now tries to "force" you to sign it on the spot. Say that you need time to review the offer letter first because there are a lot of terms and clauses in there which isn't always mentioned in the interview or HR would not cover it all.
