He also said that PVIP, conducted in conjunction with the Immigration Department, will be based on the concept of “Residency Through Investment”, with one of the main criteria being that applicants must have at least RM1 million in a fixed deposit account.

He said that the programme will be available to citizens of all countries except Israel and those that have no diplomatic ties with Malaysia.

“The Cabinet meeting on August 17, 2022 agreed to the proposed creation of a new programme with the concept of Residency Through Investment called the Malaysia Premium Visa Programme (PVIP) to drive economic growth, generate national income and open up more job opportunities for locals,” he said during the programme’s launch at the Home Ministry here today.

To ensure the scheme would run smoothly and not endanger national security, Hamzah said the Home Ministry established several measures such as limiting the number of participants to no more than one per cent of the country’s population at any time.

The scheme did not have age restrictions but the principal applicant must demonstrate a minimum monthly income of RM40,000 or RM480,000 annually.

“The principal needs to have a fixed savings account of at least RM1 million and withdrawals of 50 per cent for the purpose of purchasing real estate, health and education are allowed after one year of participating in this programme,” he said.

Under the PVIP, participants may bring in dependents such as spouses, children, parents, parents-in-law, and housekeepers.

The principal will incur a one-off participation fee of RM200,000 while additional dependents will be charged at a rate of RM100,000 each.

There will also be an annual fee of RM2,000 for the pass and all participants and dependents must produce a certified Letter of Good Conduct (LOGC) from their countries of origin.

He said, the government is targeting at least 1,000 participants in the first year of the PVIP.

“The estimated revenue to the country is RM200 million and fixed savings of RM1 billion,” he said.

According to Hamzah, the immigration department and the police will ensure regular enforcement of the programme’s policies and requirements.

“In addition to having to pass a health screening test in Malaysia, participants and dependents will also be screened by the police,” he said.

For retiree who has rm16 millions and at FD rate of 3%, they can easily generate 40k per month and qualify. So essentially anyone rich enough can easily qualify for this even when not working. The FD 1 million is just a minor and insignificant criteria.

That will exclude most of the middle class from all countries though, only T10 and above are likely to qualify.

For rich expat that already works here, they already live here and this program is not relevant to them.

The question is though, if you are T10 from another country, you have lots of choices and whether Malaysia is attractive to you. I think it is unlikely to achieve that 1% quota.

These clowns continue to do clowning things. They definitely do not know who are they trying to attract....

The richest of the rich in the world will not move to msia, they will live in NYC, London, Switzerland, Paris, LA, Monaco, SG HK or Dubai......cities and countries where there's enough events and activities to amuse them

So with this threshold, you're really targeting people who cannot live that rich lifestyle in OECD/rich countries. I.e. if you wanna play in monaco, shop is milan and ski in switzerland, you need to be throwing millions of euros around, that's a different scale already. 1M ringgits, is essentially about 200k euros only, for the most part, it's like the upper end of the middle class or T20 in rich countries....hardly can be considered as tycoons.

Rich people from developing countries, when they are rich, they are really rich and their target countries are OECD countries.....why would you move to a half-assed country like msia? When you can move to australia or canada?

RM1m is not the deciding criteria. Able to have an annual income 480k is the true criteria. If you are merely M40, you are unlikely to be able to make 480k while living in Malaysia. If you can make 480k per year while living here, your savings will make you into T10 bracket soon enough.

Unless there is such odd cases such as working for USA companies and getting silicon valley pay but able to remote work from Malaysia. I doubt such job currently exist.

Expats are already living here, they don't need this program in order to stay here. If they stop working and wants to stay here, they need rm16m to quality, which will be T10 even in their own country.

If we are looking for people who still have an active income but not having a visa as expat, yet want to come stay in Malaysia. That's an odd combination of criteria which most people won't meet. MM2H used to be quite price competitive until 2020. Then msia suddenly pumped the price to monthly income USD10K ans Savings USD100 mil or something like that. Many ppl were pissed. U try search MM2H in YouTube and u can read the hateful comments on Malaysia.

On the other hand Thailand just released thai golden visa and this is well received. Cambodia literally copied MM2H and call their program CM2H and its gaining traction.

So any so called Visa program in Malaysia is not that popular since trust has been broken.

Issue here is more about trust than anything else. People dont want to enter only to be told off that visa cannot renew on 2nd year. There must be punishing clause on Malaysia to do so.

And Malaysia must have deeply under estimated their stupidity with the mm2h fiasco. Listen to fucker Mahathir too much until Cambodia and Thailand benefit on this.
