I am planning to buy pre launch landed shoplot with individual title from developer.

Currently, they offer special rebate with condition i must presign the spa, paying rmxxk and declare as cash buyer pending they obtain the authorities approval. After they get authorities approval only they can get end financier and only i can apply for loan approval. Once my loan is approved then only spa is stamped

My question are :-
i) Why i need to declare as cash buyer when presign spa?
ii) Any risk that my booking will be forfeited if i cant get the loan because i cant pay the progress payment later
