To find suitable candidates - recruitment website, not social media.

I believe you may have to do some interview and test the candidates.
Prepare your Q&A and also some "on job test".

Go to tech meet ups/events, then pick who you like as the team leader. Let that person form the team.

If you're lucky, that person already has a team he works with on a regular basis.

Any other method is likely going to end up in failure..
