For the line of reporting (to whom you are reporting to), yes the company can change that. It is common for company to re-organize their structure as situation requires.

For the the individual workscope/job description in case of sales strategy, company can ask you to provide input but should not make you do the sales strategy if it is not within your scope. But this is the hard part as it is not easy to shove back to your superior about it. The best way is to discuss with your superior about it.
