Spot on. Unless a request for salary adjustment is made, or a promotion/ counter offer made. Thus there's always the pros & cons of staying.

Ironically. My own Manager kind a accept my resignation but the Head HR call me in after few days and have a 'long' talk with me and try to persuade me to stay altho he's not pushy.
Then i heard from him that other Managers complain that i resign (apparently i'm a favorite to them).

But my HR Manager been calling me into his room for a 'chat'. Did it once last week and i honestly just told him all the cons that i've been having and dealing with.

If you have no intention to stay anyway, just tell them flat out that you've made up your mind about the resignation.
It's okay that you point out some of the reasons/ situation but hold back from being too honest, as it may offend some who are involved.
Anyway all the best TS. It is always scary to step out of the comfort zone but if you don't do it, you won't know what's "out there" to learn & master in other organization. If you're lucky, you may even meet a good mentor in the new place.
