 Why car owners changed to new RIM, BUT using unbranded tyre

No, not really true. I'd take 60-70% condition PS, F1, CSC series over any brand new CN brand tyres.

Forged is the best but flow forming is also good enough. I had Volk Racing forged rims before but then sold it off for a profit. Lol Now just using original flow forming rims (Enkei, Konig), still almost as light and strong but much cheaper, so best value for money.
