hp laptop cannot boot usb drive, Can't boot from USB drive

In BIOS boot option, please check is legacy / UEFI boot. And the USB device to boot must be in the same legacy / UEFI mode.

According to HP Secure Boot prevents legacy boot devices from starting your computer, including bootable CDs, DVDs, and USB flash drives. To start your computer from a valid disc, enable Legacy Support, and then select the correct drive as the boot device. If you already done it, I advice you to re-create the bootable drive again.
