Paint the wall easy one, everyone can do

Skim coat or smoother the wall need skill worker cant ask cincai worker,

Basically skimcoat wall will repair/fix smooth the wall, it will effect final color painting if use expensive Paint,
if got more money atleast get new ceiling Lighting

It worth to do skim wall and paint new color, if contractor know the job

The question is does it worth to pay if can get different result
