Firstly, have you check if your current connection on Maxis is using public or private IP? Try access the router and compare the IP to your internet IP. Afaik Maxis gives private IP by default, but users can call to request for public IP.
As for CCTV, you have to use ip-based CCTV on private IP, same advise given by TM when they migrate Unifi 100mbps and below plan to private IP.

Certain ISP does block certain app address from being assessed as such connection to a VPN is needed to get to that ip address.

Thank you boss. We are not talking about those 192.168.xx LAN IP here.
It is about public versus private IP/CGNAT by the provider in Malaysia.
