Daycare negligece - how to deal, mouth bites

Hi,
If your 2 years old child get bites (mouth) on arms and legs and the teacher said, it was by some older angry girl, how should parent react? What are their options for grievances.. It look grossly the negligence of school, because of mismanagement or lack of staff to monitor kids. Marks are so deep that, still visible after whole day at day-care. Is there any body one can report to or should approach police for report ? This biting happened 2 months back too, and school apologized. Changing school won't do anything, they'll enjoy the fees and deposits already taken. Thanks.

First things first take pictures and get medical evidence from clinic, after which proceed to make police report. With the police report go to which agencies the daycare is registered too, e.g. JKM.
