In the 90's, GeoCities was the popular personal web hosting. Now we have Neocities.

It comes with 1GB storage (and 200GB bandwidth?), but not all file types are supported (no .zip, no .mp3 & no .mp4, no .php) unless you subscribe to their paid plan, then the file types whitelist will be removed.

You can upload .html , .css files using button, or drag-and-drop. And you can also edit files online using their editor in the browser.
