One major difference Unifi Bebas vs all the others. The 200 minutes you buy you use until finish, where as the others every month you have to pay. The call block is also per second, so for Unifi Bebas that RM 20 can last you a year, if you don't make a lot of calls, or make a lot of short calls.

Its wrong to call it "tumpang" because its not MVNO unlike Tunetalk.
Yoodo is the sister company to Celcom.

Its explained clearly here:
We are owned and operated by Celcom Axiata Berhad, but we are an independent digital mobile service, with a separate team, office and culture. We are best described as a digital start-up funded by Celcom.

If calling out to special numbers like 1300/1700/1800/TNB/insurance/assurance/etc is important, then, automatically Yoodo RM12/4,000 minutes per month is the winner...

P1 webe #BEBAS is also good but 200 minutes for RM20 may get easily finished if calling out are wasted at 1300/1700/1800 as we are usually put on-hold "indefinitely" by the other ends...

Other option is BeONE redCALL Kuasa 10 for RM10/1,000 minutes monthly but excluding special number prefixes...

Yes becoz those numbers will be using the 4,000 minutes quota and not the credit/relod/topup balance...

Technically not free. But Yoodo will deduct from the 4,000 minutes quota.

Eg:
The calling rate for that 1300 special number is RM1.00 per minute.

If we call for 60 minutes under Yoodo, the balance in the monthly quota becums:
= 4,000 min - 60 min
= 3,940 min (no deductions from credit/reload/topup balance)

If we call for 60 minutes using other "unlimited" telco plans:
= 60 min x RM1.00
= RM60.00 (deducted from credit/reload/topup balance)

So, clearly, by investing on RM12/month (including 6% "tipu" tax), the savings is a lot for calling out to special numbers.

I am a little bit unclear about Yoodo:

Can I just subscribe to the 4,000 mins plan @ rm12/mo without anything else? That means each month I spend only rm12 per month for 4,000 mins every month. What about the validity. And is there any basic free internet? Does each purchase of 4,000 mins get you 30 days airtime credit? What's the catch here? I wished they offered a annual prepaid plan for rm144 for 12 months validity and each month you get 4,000 minutes. So much trouble remembering the date and remembering to top up and subscribe...
