 Upside down Mobo + GPU mount on window, Just brainstorming

Upside down because scared leak.
Whole system mount on window to exhaust hot air not just from computer but the living room too

In this location, sun/rain/storm won't kena at all and inaccessible to outside apartment. I plan to add ventilation fan to the window anyway, so might as well build PC there and use the PC fan as exhaust too. I'm just unsure if I should go the route of water cooling or good ol fan cooling.

Here quick picture for a better idea what I have in mind. All hardware just placeholder. This idea can jalan?

Can. As long as can prevent from falling down. During my uni time, got 1 senior pin all his pc system to study board.haha

Reason to put it in a case, is to protect from cat, rodents, or lizard walking over the electronics..

mm good point, I'll just cover the whole thing with dust filters.

Due to the location, no worries about security, direct sun, rain, storm etc...
I plan to add a ventilation fan there anyway, so I though might as well build a pc there. Just not sure if water cooling is good choice (liquid drying up quicker, etc). Otherwise I'll just stick to fan cooling.

Ideally, I think the GPU and PSU should swap place. What is the main reason you want to design such a way to have your CPU screw to the window? You might want to consider about the rain and insects from outside flying in. You make it sound like you living in a country with 50+°C and there is no aircon or airflow. Mosquito, bee and cockroach love to fly in from the window.

if stick to fan cooling, what's the point of upside down mobo?
