 PC monitor image flashes once, then stays black

My PC monitor image flashes once, then stays black on startup.
If I wait for around 15 minutes and click on the input/exit button on the monitor, usually it will work again without an issue.
Is this indicate the power adaptor/power supply is failing? My running dual monitor. The 1st monitor, no issue at all. Been using this monitor for 10year.
After some googling, ppl said replacing the power adaptor will usually solve this issue.

The model is LG 23EA53

Update: fixed it by replace a new power adaptor.

Shopee, check your adapter voltage. Bought it from this seller, still using it without issue.
