if you are new but keen to do freelancing, charge by project is what I would suggest. Some ppl I know even keep their fees lower than others to remain competitive. Keep doing until you have gained solid experience and accumulate a substantial portfolio. Then start growing from there.

It's a small sacrifice for a brighter prospect in the future.
