With the current SOP, you can no longer really dictate others to mask-up as the definition of 'indoors/outdoors' may be disputed/differ to some. In many ways it can be a gray area what exactly indoors/outdoors mean and no one is really going to classify these areas to the tee as we're in the endemic phase. So if you see someone unmasked or getting close to you without a mask, you can choose to avoid them. Should they appear mask-less "unexpectedly" close to you, then sorry to say it's now on you for being among the public - that's the current reality. Just keep your mask on at all times when in public, the rest you can't control.
