 Replacing PLC/E27/T8 CFL lights with LED

Hi sifus, hope someone can answer a few questions on replacing CFL with LED in home.
I'm mainly changing to LED so that I don't have to climb to high places as often, feel dangerous.

1) Do recessed PLC downlight have ballast hidden in ceiling? I replaced some with Philips LED for years already and they work fine. If they exist, do I need to remove them?

2) The T8 long CFLs in soffit/tray ceiling are the most annoying because tall + hard to reach, and they die so often. I think these have ballast. How much is it usually charged to replace them with LED?

I attached and labelled an example I found online to show downlight PLC and soffit T8.
