I want to try my hand at linux , for learning experience. Whether its ubuntu, debian, anything.
But all laptops out there sold are windows or mac. I am not paying for an original windows only to reinstall linux because thats extra $$$ spend there. Thats like paying premium for a car with 360 sensor but then removing it later.
So how do you guys go about it?

You just install Linux on the laptop directly. Buy a laptop with no Windows.

No need to buy another laptop. Use VM (virtualbox or enable Hyper-V) in your windows laptop.
Or enable WSL2 and install ubuntu directly. Can use ubuntu in windows. No difference.
Or install ubuntu as dual boot with your laptop/desktop.

Sadly there are no proper channel to this, but you can try contact Microsoft Malaysia see whether is there any option/method to refund the Windows 10 license since you will not be using it.
Else you have no choice but to pay for something you are not using.
Yes, ChromeBook does support running Linux natively but there some is issues with the drivers like the Wifi & Graphics. It is recommended to use Intel or AMD based laptop since you are just trying it out, it have higher compatibility chances.
Look for something very cheap like those Acer, Asus, MSI, Gigabyte brands. They might have something in store that doesn't comes with OS license.

The easiest is either VM or install Ubuntu LTS from MS Store. VM setup still need some bits of configuration. If you are new into learning LINUX/UNIX, the Ubuntu LTS from MS Store is the easiest. This way, you keep your Windows and Ubuntu (LINUX) on the same env concurrently. Once you have learned up the LINUX/UNIX basics, then you should go hardcore setup on a laptop, i.e. install UNIX/LINUX as the OS itself.
