is it same with other phone for refresh rate when set hard to 60/90 or 120 that it will play from 1 to configured refresh rate? lets say 60, then it will play from 1 to 60 depends on the app or screen your on? coz i thought that behavior would only happen in auto select hehe..

Not really. Mine is set to high and it still refreshes accordingly to the app used. Tested lowest on idle is 10hz.

You can enable developer option (search in google if you never try it) and enable FPS display. It will show fps on top left corner.
If screen is dim, FPS will stay at 60, 120 depends on your settings.
If screen brightness is normal , FPS from 10 to 120.
If screen brightness is high, FPS can go as low as 1.
