As far as I know the best one is Mitsubishi. In case you don't know, there are 2 Mitsubishi air-cond manufacturers:

The Mitsubishi Heavy Industries (MHI) is the most efficient one and it is very quiet during operation. The reason is it has more cooling fins than most other brands including Mitsubishi Electric (if not all). Therefore the fan no need to blow so loud. Having more surface, the cools the room much faster. The only negative side is that since the fins are close together, it can easily be block in dusty environment. Need more regular cleaning on fins.
