 Cold air/water seep out of shared wall

this wall is shared with neighbor at the back, some sorta clustered landed property.

Does anyone know what's the reason of it? usually early morning Cold air/water seep out of shared wall
also, know any contractor that capable to fix it, need they help to explain/prove also also when i file claim for defect from developer, under 3-y warranty.
Current developer-assigned sub-con+ architect said it observed as this wall is cool, but not an defect.
was told neighbor open air-cond too long, which i dun beliv, there's no way to fix it
now it's starting to grow mold

longkang, no water pipe/duct (according to architect), usually only rainning, water will flow thru it
it's open area, that put a big tangki at the center.

may i know what's ur thought on this?

previously developer had assigned his kaki, to repaint the longkang with water-proof paint. no use
this longkang seldom expose, thus it's not clogged.
even sunny day, or rainy days all same

it's not from ceiling area, there's around 10cm from ceiling area, then only start seeping water/air.
just that i am not that tall enuf to take the full picture

Condensation happens only when these 2 conditions are present ( must be together, any one of the condition absent, it will not happen).

1) Cold surface below dew point temperature.

2) Present of external air / fresh air with high humidity (our country easily 75-90% during morning) 
my question is:
i lived at condo for quite long, even my home-town, is landed, linked house.
why it never happen before?
does it mean:
1) my neighbor open it with ultra-long, ultra-low temperature that caused it?
2)could it be the pipe they sealed (if they did) has leakage?
