Could be related to AT&T's 3G shutdown, as Celcom is using AT&T as roaming partner. Maybe try roam on T-Mobile?

AT&T will eventually go 4G/5G network only

Weird, roaming devices & SIM shouldn't be affected by the AT&T whitelisting, I've just asked someone familiar with ATT confused.gif hmm.gif
