 CityCouncil Garbage Collection @Service Apartment

I'm currently staying in a service apartment and the city council is MPAJ.
The management (newly formed) mentioned that MPAJ dost not collect waste from land with commercial title, thus they forked out some money to have private waste collection service to move the garbage out from the condo.

Would like to know is it normal for city council not to collect waste from commercial land?
How about those shop lot's waste?

And most importantly the commercial land, assessment fee paid to City Council is quite a big sum of money..
Possible to negotiate with city council to collect it since service apartment mostly is for the purpose of residential ?

Local authorities dont handle commercial and industrial 'bulk waste disposal.'

It is deemed owners are generating profits from the 'bulk waste' and hence to pay for own disposal.

For individual titles, the contractors only collect kitchen waste. If at all they collect other things, is only it can be sold for cash.

no wonder i see McDonald near my place engage a private waste collector. because is 'bulk', DBKL dont handle it. now i got it...

Local Government Act allows the local authority to collect assessment in order to maintain road, drainage,streetlight and rubbish collection. We don't find any differentiation on commercial titled resi purpose( service apt) not collect. Assessment paid, but this one service is excluded? Where is the basis in any regulations states that? In their rubber stamp std reply is always commercial we don't take. However, as a member said whop lots are commercial, but why do alam flora take? Everybody pays assessments. If it is for resi purpose with no commercial waste, (only household wastes), where is the fine line? But heard Selangor mbpj do take.

service apartment they wont take.

mine under dbkl and service apartment need to pay for own waste disposal also.
