Weird, my ea form got show both total pcb deductions and also employer paid (although the amount is much lesser)... what it means then?

aghhh... just saw this while filing my tax. Based on the bolded part, wouldn't that mean double taxation? Is it better to ask employer not to pay the tax and just deduct from my pcb? (btw i see got both pcb as well as this tax paid by employer, very confused)
