 Water Seepage at Unit Below, Looking for other possible causes

It was the sign that there was continuous water source present. If continuous water source present, highly likely it is due to be water leakage from the piping. You may need to get the As-Built drawing on how the cold water pipes were installed from the O&M. MO should have the copy of the O&M from the developer. From there you can narrow down the location of the possible leak.
