Actually, it's never about the function of the animals anymore but causing nuisance to the neighbours.

If you want to ban dogs, please ban cats as well for the said reasons. Cat owners are more troublesome than dog owners in a condo because they tend to let their cats roam freely which is something not very possible thing to do for the dog owners.

Confronted them before.

The excuse given will always be this, it's not mine, I only let them eat only. When report to the management, they said they cannot chase out all the cats because some residents will be angry. The problem is none will admit they are the owners and just let them roam freely.

So what management can do is they limit the number of cats like if really too many, they will chase out some. When number is reduced like to none, duno who will bring more cats in and the cycle repeats.
