Hoc stamp duty issue

Hi guys i need help on this issue.
Last year 2021 i bought a condo valued at 1.2m during HOC campaign and signed S&P on 2021 too. Govt cover 1m for me so i have to pay the excess 200k at 4% but during hoc campaign i only need to pay 3% even the condo valued over 1m but now they ask me to pay 4%.
I just want to confirm if title changing thing come out after HOC is also my fault? I have to waste 1more %

Update about this issue:
Already months of arguing with lawyer side I finally proved right.
If you signed S&P during HOC campaign you are eligible for the 3% stamp duty (If exceeded 1million) but make sure your developers is registered under REHDA website which you can check on Google. (Just Google Rehda and browse thru their website and screenshot send it to lawyer side)
Lawyer will keep challenging you until you show them proof about this thing so please don’t give up so easily just because what they say.
I hope this helped anyone who having this kind of trouble.
