AG is only a 'filter' to determine, if a case stand-in court or not, as for not wasting the court time!

If the Police, do slumber-work simply catch, no do-urine test, no do Jabatan Kimia report! That's so much an AG can do, about the case!
Even if the AG bring the case-on the court, most likely any Lawyer will use the 'technical-error' to nullify the case! Thus, there's always some-sort of discussion of the case between the Lawyer & AG office, on which Law is much more suitable!

There's where having an Queen's Lawyer Vs. moron Lawyer-buruk comes in-play!

Furthermore, for these rich-fag they would had multiple-house so to 'specifically' pin them down to 39(B) which need custodial to the drug is very difficult!
Don't think, he so stupid to live in a Drug-den, most likely an empty apartment used as 'drug-store' most probably! Thus, to charge under 39(B) not possible lah!
