Technically speaking, there's two types of liquid cooling out there.

One which you probably heard and came across is those which run on a radiotor+fan hooked onto a loop/pump which in contact with the CPU.

Another type is custom loop which is like some transparent pipe works with colored within.

The 1st one is pretty much maintenance free and you typically use till it fail.
