AIO is better in term of liquid cooling via radiator, the fan rpm speed can adjust.
The headroom no issue.
Custom air cooling is depend your pc case and air ventilation

To me even single 120mm for Intel 12400, I5 the temp is control between 40-55c min-max from CB R23
