yes you can.
download BlueStacks, it's an android emulator for PCs for pro and non-pro gamers. you can then install iptv apps and subscribe to a provider.

For me, I subscribed to PandoraTV.
I watch on AndroidTV, SmartTV, MacBook Pro, iPhone, iPad and surface tablet!

If you would other than Windows 11 which I have not try, run x86 android os such as remix, phoenix and a whole lots( i have run phoenix for a few years and no regret),  that will give you near to native android experience.

Yes I've already mentioned BlueStacks is an emulator.
I do run PandoraTV via XCIPTV, IBO Player and Smart Purple IPTV on both my MacBook Pro (Late 2013) and Surface (2020) as alternatives when I'm working in office.. and they both worked great!
Not sure why BlueStacks take out huge amount of your device's resources and gave you an unpleasant user experience..
Even my MacBook Pro was 9 years old and BlueStacks is running seamlessly when I'm working on both Photoshop and Illustrator with Chrome and Safari running all at the same time!

Moreover, BlueStacks was built by tech giants for pro-gamers who are on cross-platforms so I don't see why it would be an issue.
