iMessage sending global SMS for activation

I'm using a foreign SIM card and on roaming with iMessage/Facetime disabled. However I noted it will send a global sms for the iMessage activation silently although the feature is disabled and incurring sms charges.
I read somewhere that rebooting the phone or swapping SIM cards may trigger the activation but I did not perform such activities.
Any idea how to disable the sending of global sms for iMessage?

Click cancel when it shows popup to send the activation sms. It will only send/activate the roaming sms if you have used different SIM card. |
