My mom for 3 months behaving strangely became super paranoid sticking paper over lights and phone camera, has like different moods/personalities at times, chronic indecisiveness/procrastination. Not sure what happened I wasn't with her when whatever made her like that, or could it be quite long time been happening maybe?

Should rule out all organic causes such as stroke/ dementia first before considering psychiatric illnesses.

The paranoid part perhaps means something related to peeping/vouyerism happened to her or someone close to her. See if she's willing to talk about why she covers the phone cameras. Perhaps she suspects the light has hidden camera? Would that light be the type where hidden camera can be installed instead of just simple light?

Yeah she's always been suspicious type but now become full blown extreme paranoia and you're right she suspect people bugging house, lights etc but now she also cover up oven and dishwasher because of 'reflection'!

She refuse to acknowledge she need help and all doctors appt I arrange she cancel or don't go etc. And she's not crazy to the point I can force her to go and also I don't really want to do that if possible because she is still my mom.

There's two things you can do. First is to find out what is the trigger for the change. It won't be easy to do this. Second, is to get matte film and cover up all reflective surfaces, change the light's fixing to matte, and such. Reduce any reflective surfaces you can. Use a phone case that cover's the camera. Simple things to help her 'calm down' a bit. Maybe then she will start talking. Sometimes you have to go extra length to be her perceived 'ally'.
