Logically thinking, Singapore is a small place. Imagine what happens if it's dotted with many tall buildings. Lots of wind will be blocked off and that's not good for ventilation. The whole island will be an oven.

Placement of building will ensure that their alignment cause least wind resistance, and allow the wind to pass through to provide max ventilation and to reduce heat. Which is slowly becoming an issue due to climate change.
