I would say, it depends more on our luck. Some fellow members had the same credit card but one could purchase on this PSN while the other could not.

Yeah US there now got some limit on using CC from other regions! Except for a few famous bank that is known worldwide, others like Maybank, Public Bank, Hong Leong Bank, EON bank and those local Malaysia bank have problem using their card over there at US!
