Where is the location for the floor waste water outlet ?

In theory it is possible to move the toilet bowl location.
Method 1 : Raise the floor of the bathroom so that you can run a new pipe from the old location to the new location horizontally.
Method 2 : ask the downstairs neighbour for access to their bathroom and modify your pipes to reach the new location of your toilet.

I've seen method 1 been used in those hotels that are converted from shop lots, and I know for a fact someone has done method 2 in their unit. As for the cost, I can't even begin to guess, sorry.

You wiil need to raise the floor height to about 2 feet to accomodate 2 elbows. Cost I have no idea.
