Depends, it's already known YES lame 5G network throttles you by your device IMEI and therefore ever since their network switched over/equipment replacement for their 5G network they've filtered lots of devices out from their compatibility list forcing you to only buy their products or compatible phones.

A modded modem simply isnt considered illegal. It just spoofs/imitates the IMEI of a compatible device to circumvent the troublesome throttling which you're already entitled to use when paying for your service no difference from others. Meaning if a modem's IMEI is modded with a Apple iPhone IMEI, the ISP network will be tricked into thinking you're using a iPhone n their network and if it's in their compatibility list you'll pass/avoid throttling.
